Eligibility management within Hint provides the ability to manage employees' eligibility end dates and terminations in bulk via eligibility files. The core use case these features seek to support is preventing individuals who are ineligible from enrolling or re-enrolling in a membership.

The two eligibility functions include:

  1. The ability to upload a file with eligibility end dates via employee uploads. Uploads can make someone ineligible on a certain date (both future and past), and if they have an active membership, terminate their membership automatically.

  2. The ability to make someone ineligible by omission. (If they have a membership, the app will then follow current logic for term membership by omission)

There are 3 overarching rules guiding these functions:

  1. If your eligibility end date is today or in the past: you are not eligible

  2. If you are not eligible, you cannot have a membership

  3. Companies can choose whether or not to respect Termination Cutoff Dates when they upload eligibility files, based on whether the setting is enabled

Setup

If you would like to enable eligibility management for any of your employer groups, please reach out to the Hint Support Team to enable this setting.

Once enabled, the default CSV template under employee uploads will include an optional column for eligibility end date. If an eligibility end date is provided, it will override any membership term date. If the eligibility date is today or in the past, it will automatically terminate the membership.

Notables

  • Members' eligibility dates are shown in the Employee Summary Row.

    • If they are now ineligible, it will show Ineligible since {eligibility_end_date}

    • If they do not have an eligibility end date, it will show Eligible from {eligibility_start_date}

    • If they have a future eligibility end date set, it will show Eligible from {eligibility_start_date} to {eligibility_end_date}

  • Dates in the past are marked ineligible immediately and have the membership term date applied to the same day.

  • If eligibility is set to term on a date prior to the membership, Hint will push the eligibility end date forward to match the membership end date.

  • If you term eligibility by omission, you also term membership by omission on the same date.

  • Managing dates in the future

    • Eligibility dates in the future will have eligibility terminate on that date automatically.

    • Individuals can have a future ineligibility date with a future membership end date.

    • Someone cannot have a currently ineligible date and future membership termination end date.

  • There can be a state where you can be eligible and not have an active membership.

    • If membership is set to term on a date prior to eligibility, Hint will not override the membership dates. We want to maintain the ability for individuals to remain eligible without an active membership so they have the freedom to re-enroll.

Questions

  1. Does this change anything about Term By Omission for Memberships?\No, the Term by omission functionality and enrollment and terminations logic has stayed the same.

  2. How do these features work with the Termination Cutoff Date Setting?

    If a company does not use the termination cutoff date setting, the eligibility termination logic will be applied accordingly. Eg if a member's eligibility is set to term on a date prior to membership, Hint will override the membership termination date to match eligibility.

    For a company that does use termination cutoff dates, the cut off date will be respected. Hint will update the individual's eligibility date to match the termination cut off date for the membership end date.

  3. If you term eligibility by omission, does the app also term membership by omission on the same date?

    Yes

  4. What happens if I upload a file where the eligibility end date is tomorrow, but the membership end date is a month from now?

    If termination cutoff date is enabled, the employee's eligibility end date is 'pushed forward' to match the membership end date. If termination cutoff date is disabled, the employee's membership date is updated to match the file's requested eligibility end date.

  5. How does this work with enrollment cutoff dates?

    If you upload a file with eligibility dates and enrollment cutoff dates, the membership start date is adjusted according to enrollment cutoff dates. And eligibility dates are processed as provided.

  6. Is there any expected impact on billing?

    No. Eligibility management features do not change any existing designs or behavior for billing.

  7. How do updates to members' dates impact dependents?

    There's no changes to existing behavior for dependents. Dependents cannot have eligibility dates that precede or postdate the primary account holder's eligibility dates. But the dates can differ in specific ways, because the member could get married or have a child etc. Therefore dependents' eligibility dates can be different from primary, but need to exist within the umbrella of primary holder dates.
